Digital twins
To promote an innovative ecosystem around GGDD technologies
Funded by the European Union through Next Generation funds, this project is part of a consortium formed by Galicia, La Rioja, Navarra, Extremadura and Castilla la Mancha, under the name of RETECH: "Acceleration of entrepreneurial and innovative eco systems based on Digital Twins".
Its main objective is to develop an ecosystem in which start-ups and technology companies can create, develop, and test services or products based on artificial intelligence technologies and territorial digital twins. . For this, the creation of a Local Digital Twin and the design of "Use Cases" or applications of the technology will be essential.
A territorial digital twin replicates a specific place, such as a city, region or territory, integrating geospatial data, infrastructure and system information, as well as socio-economic data. Its representation allows to simulate and analyse different scenarios, manage resources efficiently and make decisions based on data.
The "Use Cases" or applications allow connecting technology to citizen services, providing them with greater efficiency and intelligence. The range of these applications is endless and in Navarra the focus will be on sustainable development and an innovative future.
The connection of both lines, the Digital Twin and its applications, will take place through a collaborative process of open innovation. This strategy will become the central axis of the project, as it will be the key to creating pilot services and products that really add value.

Digital Twins Platform
ACTIONS
The Digital Twins platform will cover the Pamplona metropolitan area and will integrate three cutting-edge technologies:
01. The 3D Digital Replica: the layers of geolocated information
Layers of geolocated information on cartography maps.
02. The Connected City
Data feed and real-time measurements on regional transport, air quality, television surveillance cameras, noise, etc.
03. The models-algorithms
Model and simulator systems integrating AI, Big Data and simulations.

Promotion and dynamisation of the innovation ecosystem
ACTIONS
The promotion and dynamisation of the innovation ecosystem will be composed of two main initiatives, each focused on different objectives: the public administration (A) and the SMEs of Navarra (B).
A. Innovation oriented to Public Administration
Eight competitions of projects and ideas with piloting will be held, designed to solve specific challenges aimed at the public administration. This initiative will follow an open innovation approach, structured in the following phases:
- Initial Exploration. Definition of the general areas of action that can generate value for society, through an exploratory and strategic analysis.
- Definition of Challenges. Identification of specific challenges through collaborative work dynamics, using disruptive design methodologies focused on end users and their needs.
- Dissemination to the ecosystem. Involvement of the Navarrase innovative ecosystem through communication and participation activities, with the aim of detecting local opportunities and defining relevant challenges.
- Competitions of Projects and Ideas. Publication of the defined challenges, followed by an anonymous competition in which a panel of experts will evaluate and award the best proposed ideas.
- Implementation of Pilot products/services. Development and validation of pilot products or services that respond to the real needs identified, ensuring that they are ready for the market.
- Visibility and Scaling. Evaluation of the market interest for the adoption of the developed solutions and analysis of their feasibility for commercial operation.
B. Innovation aimed at SMEs in Navarra: Innovation Lab
An Innovation Lab will be created with the purpose of providing comprehensive support to Navarra SMEs, helping them to develop solutions based on digital twin technologies.
This initiative will include:
- Training, advice, consulting and technological services, covering both technical and strategic aspects, including marketing and business.
- Access to an experimentation and testing infrastructure, designed so that SMEs can validate, optimise and scale their technological solutions.
Solutions adapted to the real needs of citizens thanks to the use of GovTech and Open Innovation methodologies.
- Economic impact. Boost to the local network of SMEs and revitalisation of the business fabric of Navarra.
- Digitalisation with an impact on the efficiency and sustainability of public services.
- Quality of product and service portfolio for the citizenship.
- Collaboration between public administrations of Navarra and the business fabric.
